One could be forgiven for thinking that President Biden’s tough words on the Israel-Hamas war in his State of the Union address and his MSNBC interview on Saturday was the beginning of a much more critical U.S. policy toward Israel. Nonetheless, far from presaging a major shift in policy, the president’s words and the vice president’s meeting were more likely part of the now familiar passive-aggressive approach the administration has deployed against the most extreme right-wing government in Israel’s history. But he has consistently refused to impose any serious consequences on Israel. CNN —A solidifying US attempt to influence the second phase of Israel’s war against Hamas to protect Palestinian civilians represents one of the most significant diplomatic moves yet in the more than 50-day conflict. That’s a calculation that would keep the initiative in the conflict in the hands of Hamas and could take many days or weeks. The Israeli leader is also weakened because the Hamas attacks, one of the darkest days in Israel’s history, happened on his watch. Netanyahu told Israelis on Thursday that he swore to eliminate Hamas and nothing would stop him. While many foreign powers do not necessarily accept that interpretation of the war against Hamas, this is a mindset that could convince Israel that any action is justified.

It is too early to talk about a peace deal between Israel and the Palestinians. Peace efforts in the Middle East have been tried over and over again. Aaron David Miller is a senior fellow at the Carnegie Endowment for International Peace and the author of “The Much Too Promised Land: America’s Elusive Search for Arab-Israeli Peace.” Few people have been as intimately involved in the many Middle East peace processes as Miller. He’s a decades-long veteran of the State Department who has touched peace negotiations under the Reagan, the Clinton and both Bush administrations. His book is the best I’ve read on the peace processes and what went wrong.
